29 марта Председатель Народного Совета ДНР, Постоянный полномочный представитель ДНР на переговорах Контактной группы в Минске сделал экстренное заявление. В документе говорится:

«С апреля 2014 года указом президента Украины №405/2014 Киев ввел режим «антитеррористической операции», а также экономическую и транспортную блокады.
5 сентября 2014 года (после разгрома под Иловайском) Украина согласилась на предоставление особого статуса «отдельным районам Донецкой и Луганской областей» и на принятие программы экономического возрождения и восстановления жизнедеятельности региона.

Вместо этого указом президента Украины от 14 ноября 2014 года с территории Донбасса выведены государственные предприятия, учреждения, организации и прекращена работа банковской системы. Демонстративно, на весь мир было показано, что это форма ведения борьбы.

Одновременно с этим Украина потребовала закрыть границу с Россией.
Все прекрасно понимают, к чему это должно было привести, на примере известных исторических событий – к уничтожению несогласной части собственного народа.

12 февраля 2015 года (после разгрома в районе Дебальцево) Украина подписала Комплекс мер, который свел воедино все основные обязательства сторон и выделил особые направления. Четвертым пунктом этого документа предусматривался запуск закона об особом статусе. Особый статус предполагал предоставление особого экономического режима со льготами для резидентов, особенностями налогообложения.

Восьмым пунктом Украина обязалась восстановить социально-экономические связи, выплату социальных пособий и пенсий, банковскую систему в «отдельных районах Донецкой и Луганской областей».

Несмотря на это, со стороны Киева шагов навстречу сделано не было, блокады и лишения только усиливались. Ни один пункт Комплекса мер не предусматривал ведения сторонами каких-либо агрессивных действий в форме экономической, транспортной, торговой блокады, разрыва экономических связей, отключения объектов жизнеобеспечения от снабжения коммунальными ресурсами.

Но когда радикально настроенные украинские группы перекрыли железнодорожные пути, Порошенко сделал вид, что предпринимает попытки их разогнать, а затем узаконил их деятельность. Мы были вынуждены принять меры для сохранения градообразующих предприятий топливно-энергетической, нефтегазовой и угольной отраслей промышленности, поскольку больше простаивать без поставок сырья эти предприятия не могли, а цикл производства остановлен быть не может. В случае остановки предприятий запустить их будет невозможно. А это разрушенная экономика, экологическая и гуманитарная катастрофа, которые так нужны были Порошенко и людям, зарабатывающим на этом миллиарды.

Собственники этих предприятий не проживают на территории их размещения и не могут в полной мере выполнять свои обязанности. Более того, собственниками предприняты попытки вывода трудовых коллективов и остановки производства (имеются копии приказов).

Мы этого не допустили благодаря своевременному введению временных администраций. При этом владельцы имущества прав собственности не лишились, а сами объекты права находятся под контролем и используются на благо местного населения.
Мы рады, что представители МИД России, Франции, Германии, Европарламента и другие иностранные политические деятели открыто осудили блокаду Донбасса.

Украина должна прекратить действия, направленные на перекрытие экономической и транспортной свободы, и начать выполнять подписанный ею же Комплекс мер, говорить с нами на равных. Тогда и необходимости во введении временных администраций не будет.
Со своей стороны, мы с 15 февраля 2015 года готовы обсуждать вопросы, связанные с введением в действие закона об особом статусе и режимом «отдельных районов», а также остальные вопросы Комплекса мер. Свои предложения мы вносили неоднократно и готовы все это повторить.

Напомню, что с председателем ОБСЕ Тони Фришем в гуманитарной подгруппе предметно обсуждались меры по выполнению пункта 8 Комплекса мер, готовились к восстановлению выплаты пенсий через международный механизм, любезно предложенный госпожой Меркель. В качестве ключевой меры предусматривалась отмена решений о выводе банковских учреждений с территории Республик. Однако все это было вымыто из повестки, и теперь мы вынуждены обсуждать уже новые проблемы, связанные с ухудшением экономической ситуации по вине Украины.

Украина, продолжая нас угнетать, требует вернуть управление предприятиями, прекратить сопротивляться военной агрессии и отдать границу. Как мы можем с этим согласиться? Пусть отменяют блокады, «АТО» – и тогда мы будем готовы обсуждать возвращение предприятий под юрисдикцию Украины», — заявил Денис Пушилин.

On March 29, Chairman of the DPR People’s Council, Plenipotentiary Representative of the DPR at the talks of the Contact Group in Minsk made an urgent statement. The document says:

“Since April 2014, by the decree of Ukraine’s president No. 405/2014, Kiev has introduced the regime of “antiterrorist operation”, as well as the economic and transport blockade.

On September 5, 2014 (after the defeat near Ilovaisk), Ukraine agreed to grant the special status to the “certain regions of Donetsk and Lugansk oblast” and to adopt the program on economic revival and recovery of activity of the region.

Instead, by the Ukrainian president’s decree as of November 14, 2014, state enterprises, institutions, organizations were removed from the territory of Donbass, and the work of the banking system was discontinued. The entire world was demonstratively shown that this is a form of fighting.

Simultaneously, Ukraine demanded to close the border with Russia.

Everyone perfectly understands what this could lead to, through the example of known historical events — the elimination of the dissenting part of their own nation.

On February 12, 2015 (after the defeat near Debaltsevo) Ukraine signed the Complex of Measures that brought all the main obligations of the parties together and designated special directions. The fourth item of this document prescribed the start of the law on special status. The special status supposed the granting of a special economic regime with benefits for residents and peculiarities of taxation.

With the eighth item, Ukraine assumed obligations to restore social and economic ties, payment of social benefits and pensions, and banking system in the “certain regions of Donetsk and Lugansk oblast”.

Despite this, no steps had been taken on the part of Kiev, the blockades and deprivations were only intensifying. No item of the Complex of Measures prescribed that the parties would conduct any aggressive actions in the form of economic, transport, trade blockade, severance of economic ties, and disconnection of life support facilities from the public utilities supply.

But when Ukrainian radical groups blocked the railway tracks, Poroshenko pretended that he was attempting to disperse them, and then he legalized their activities. We were forced to take measures to preserve the city-forming enterprises of the fuel, energy, oil, gas and coal industry, since these enterprises should not stand idle without supply of raw material, and the production cycle should not be stopped. In the event that companies stopped, they would not be able to get started. And it means a ruined economy, an ecological and humanitarian disaster, which Poroshenko and people who make billions from this needed so much.

Owners of these enterprises do not reside in the territory of their location and cannot perform their duties entirely. Moreover, the owners attempted to take the personnel away and to stop production (there are copies of the orders).

We did not allow this thanks to the timely introduction of the temporary administrations. With that, the owners have not been deprived of their property, and the objects of law themselves are under control and are being used for the benefit of the local population.

We are pleased that representatives of the Foreign Ministries of Russia, France, Germany, the European Parliament and other international politicians openly condemned the blockade against Donbass.

Ukraine must stop actions aimed at blocking the economic and transport freedom, begin to implement the Complex of Measures, which they signed themselves, and talk to us on equal terms. Then there will be no necessity to introduce temporary administrations.

For our part, since February 15, 2015, we have been ready to discuss issues regarding the entry into force of the law on special status and the regime of “certain regions”, as well as other issues of the Complex of Measures. We have repeatedly submitted our proposals and are ready to rerun all of this.

I recall that with OSCE chairman Tony Frisch at the humanitarian subgroup we substantively discussed measures on implementing the 8th item of the Complex of Measures, and were preparing for paying the pensions through an international mechanism that was kindly proposed by Ms. Merkel. The repeal of the decision on the removal of banking institutions from the territory of the Republics was prescribed as a key measure. However, all this has been washed out of the agenda, and now we are forced to discuss new problems related to the worsening of the economic situation due to Ukraine’s fault.

Ukraine while continuing to oppress us, demands to return the control over the enterprises, to stop resisting the military aggression and to surrender the border. How can we admit this? Let they cancel the blockade and “ATO”, then we will be ready to discuss the return of the enterprises to the jurisdiction of Ukraine,” Denis Pushilin stated.
