В рамках проведения круглого стола «ДНР: Итоги политического года» член Временной избирательной комиссии Олег Балыкин рассказал об опыте проведения предварительного голосования (праймериз), которое прошло в Донецке 2 октября 2016 года.

«Мы находимся в условиях нестабильной социальной, экономической и военной ситуации. В этих условиях республиканское собрание, которое происходило 25 июля, при поддержке двух общественных движений выступило инициатором проведения праймериз. Это нестандартная форма, не выходящая из рамок Минского процесса и не мешающая развитию. 2 октября праймериз были проведены. Было разработано и введено Положение о проведении предварительного голосования, подготовлены 72 решения Временной избирательной комиссии и утверждено 11 формализующих порядков, подобраны и сформированы составы трех уровней избирательных комиссий, сформированы 514 одномандатных округов, отработаны вопросы документоведения и т.д. Мы в состоянии организовать и провести выборы любого уровня!», — заявил Олег Балыкин.

Кроме того, он отметил положительный международный эффект, который произвели праймериз, что способствовало повышению авторитета ДНР в разных странах Европы.

Against this background, the Republic’s assembly, which took place on the 25th of July with the support of two public movements, initiated the primaries. This is a non-standard form that does not go outside the framework of the Minsk process and does not hinder its development. On October 2 the primaries were held. The Regulations on holding the primary election were elaborated and introduced, 72 decisions of the Temporary Election Commission were made and 11 formalizing orders were approved, memberships of three levels of the election commissions were elected and formed, 514 single-member precincts were established, questions of the record management were worked out, etc. We are capable of organizing and holding elections at any level!” Oleg Balykin stated.

In addition, he emphasized the positive international effect that the primaries made, which helped to raise the authority of the DPR in various European countries.
