Сегодня, 28 февраля, состоялось очередное заседание рабочей группы по вопросам безопасности Контактной группы на переговорах в Минске. Акцентом встречи стали вопросы, связанные с соблюдением действующего перемирия, а также разведением сил и средств. Об этом сообщает Представительство ДНР в СЦКК и в переговорном процессе.

«Несмотря на то, что обе стороны подтвердили свою приверженность режиму прекращения огня, представители республик акцентировали внимание на несоблюдении украинской стороной договоренностей о дополнительных мерах контроля за нарушением режима прекращения огня. А именно — обнародование приказов, запрет на ответный огонь, запрет на любое продвижение вперед, запрет диверсионно-разведывательной деятельности, проведение разбирательств и обнародование их результатов, применение соответствующих дисциплинарных мер к нарушителям.

Украинская сторона продолжает саботировать эти дополнительные механизмы, которые были предложены СММ ОБСЕ и могли бы послужить устойчивому прекращению эскалации на линии соприкосновения сторон», — говорится в сообщении.

Также отмечено, что представители ДНР заявили о самых резонансных нарушениях режима прекращения огня во время действующего перемирия.

«14 февраля – обстрел двух школ в Докучаевске, в которых во время занятий находились около 400 детей. Обстрел Горловки 16 февраля и на следующий день, 17 февраля, обстрел Коминтерново. 21 февраля был обстрелян поселок Гольмовский. Обстрел санитарного автомобиля, приведший к гибели трех человек, был совершен 22 февраля. Поселок Зайцево был подвержен артиллерийскому обстрелу 25 февраля. Дважды за день 26 февраля обстрелян Докучаевск.
По всем указанным инцидентам от украинской стороны не последовало никакой реакции, разбирательства не проводились и не обнародовались», — говорится в заявлении.

На переговорах по безопасности также поднимался вопрос невыполнения договоренностей украинской стороной в ситуации с разведением сил и средств на участке № 1 «Станица Луганская».

В соответствии с Рамочным решением Контактной группы именно СММ ОБСЕ должна фиксировать факт условий, позволяющих провести разведение сил и средств. Представители миссии заявляют, что такие условия соблюдены уже многократно, но Украина безосновательно срывает все возможные периоды, нарушая тем самым Рамочное решение.

Еще один важный аспект в этом вопросе: миссия и республики настаивают на оперировании исключительно данными, зафиксированными и отраженными в отчетах СММ ОБСЕ, а представители украинской стороны опираются на свои собственные данные. Именно поэтому разведения сил и средств в Станице Луганской до сих пор не произошло.

«К сожалению, переговорная ситуация в рабочей группе по вопросам безопасности не меняется: украинская сторона занимает деструктивную позицию, во всем обвиняя республики. На фоне милитаристской риторики власти, а также наращивания военной группировки у линии соприкосновения ничего другого от украинской стороны ожидать не приходится», — прокомментировали результаты переговоров в Представительстве ДНР в СЦКК и в переговорном процессе.

Today, February 28th, another meeting of the working group on security issues of the Contact Group was held at the talks in Minsk. The focus of the meeting was issues related to compliance with the current ceasefire, as well as the withdrawal of forces and assets. “Despite the fact that both sides reaffirmed their adherence to the ceasefire, the representatives of the republics stressed the lack of compliance by the Ukrainian side with the agreements on additional measures to monitor the violation of the ceasefire. Namely the publication of orders, the ban on return fire, the ban on any advancement, the prohibition of sabotage and intelligence activities, the conduct of investigation and the publication of their results, the application of appropriate disciplinary measures against violators.

The Ukrainian side continues to sabotage these additional mechanisms that were proposed by the OSCE SMM and could serve as a steady cessation of escalation at the contact line of the sides,” the report says.

It was also noted that representatives of the DPR stated the most resonant violations of the ceasefire during the current truce.

“On February 14 the attack on two schools in Dokuchaevsk, where about 400 children were studying during the classes. The shelling of Gorlovka on February 16th and the next day, February 17th, the shelling of Kominternovo. On February 21st, the village of Golmovsky was shelled. The shelling of the ambulance car, which led to the death of three people, was committed on February 22nd. The village of Zaitsevo was subjected to artillery fire on February 25th. Twice a day on February 26th, Dokuchaevsk was shelled.

In all of these incidents, the Ukrainian side did not expressed any reaction, the investigation were not conducted and were not made public,” the statement says.

The talks on security also they raised the issue of non-compliance by the Ukrainian side in the situation with the withdrawal of forces and weapons at the site 1 Stanitsa Luganskaya.

In accordance with the Contact Group’s Framework Decision, the OSCE SMM should record the fact of conditions that allow withdrawing of forces and assets. Representatives of the mission state that such conditions have been observed many times, but Ukraine unjustly breaks all possible periods, thereby violating the Framework Decision.

Another important aspect in this matter: the mission and the republics insist on operating exclusively with data recorded and reflected in the reports of the OSCE SMM, and representatives of the Ukrainian side rely on their own data. That is why the withdrawal of forces and weapons in Stanitsa Luganskaya yet has not happened.

“Unfortunately, the negotiating situation in the working group on security issues does not change: the Ukrainian side takes a destructive position, accusing the republics of everything. Against the backdrop of the militaristic rhetoric of the authorities, as well as the reinforcements of the military grouping near the line of contact, nothing else can be expected from the Ukrainian side,” DPR Representative Office to the JCCC and negotiation process commented on the results of the negotiations.
